The 1948 enabling legislation (PS 402 80th Cong.) for the Voice of America (VOA) specified that the FBI investigate all employees and applicants to determine their loyalty to the United States. VOA was one of the "sensitive" agencies, the Atomic Energy Commission and European Recovery Program were two others, that Congress specified for FBI investigative responsibility. VOA applicants did not submit loyalty oaths; rather they completed a personnel questionaire. As with other such agencies, the FBI responsibility for investigating applicants narrowed through the years, and in 1963 this classification was declared obsolete.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
